Agreement with Thai regulator NBTC

On 20th of November the President of UKE Magdalena Gaj signed the memorandum of understanding with Thai regulator - National Broadcasting and Telecommunications Commission (NBTC).


The agreement is a result of a meeting of the President of UKE with Thai Minister responsible for ICT – Mr. Anudith Nakornthap during the World Summit of Information Society in May 2013 and the visit of Thai delegation in Poland during the Global Symposium for Regulators in July 2013, when the first meeting of Thai delegation with Polish experts’ team was held. The meeting in Warsaw turned out to be very fruitful for the delegates, as they expressed their interest in Polish experience regarding the transition from analogue to digital broadcasting. As a result Thai representatives requested for strengthening the cooperation and signing the memorandum with UKE.

The memorandum signed by the President of UKE aims at the development of the cooperation regarding electronic communications through enhancing and realization of different initiatives and exchange of experience between national regulatory authorities in Poland and Thailand.

The Kingdom of Thailand is among crucial economies and states of South-East Asia. The organization of high level summit in Bangkok Connect Asia – Pacific Summit and ITU Telecom World 2013 demonstrates its engagement in international activities as regards electronic communications market.

The signatories of the memorandum determined the following areas of cooperation:
  • Issues related to regulation of telecommunications market;
  • Promotion of technical innovations as regards telecommunications;
  • International cooperation, particularly as regards ITU and preparatory activities to next conferences and other events;  
  • Activities aimed at protection of consumers’ rights on the electronic communications market;
  • Provision of standards for promoting free and fair competition and improving quality of telecommunications services and ICT.
The cooperation in the framework of the memorandum will be based on:  
  • Exchange of information and documentation;
  • Exchange of experts;
  • Mutual consultations;
  • Organization of workshops, seminars, study visits and trainee sessions;
  • Dissemination of best practices regarding regulation of electronic Communications market;   
  • Expert missions and joint working groups.
The memorandum was concluded for 2 years and came into force on the day of its signature.

The memorandum was signed during the meeting of the President of UKE with the President of NBTC – marshal Thares Punsri, commissioner Sutthiphon Thaveechaiyagarn and secretary general Takorn Tantasith. The heads of both regulatory authorities discussed actual regulatory activity of UKE and NBTC, indicating priorities for Poland and Thailand and possible areas for best practices exchange.

The President of UKE is also the specialised authority in the area of equipment conformity assessment, including telecommunications terminal equipment and radio equipment.
