On 27 April 2005, the President of URTiP announced tenders for three frequency reservations in the 3,6 – 3,8 GHz band.

The frequencies subject to tender are allocated for use in the entire national territory in the fixed land radiocommunication service (point-multi point networks). They can be used for subscriber radio access systems in fixed networks (e.g. for broadband Internet access services).

The call for tenders had been preceded by consultations concerning draft tendering documentation held between 7 March and 6 April this year.

Starting from the day on which the launch of tendering procedures was announced, interested parties can purchase the tendering documentation. Offers for the reservation of one pair of duplex channels with a bandwidth of 3,5 MHz each can be submitted by 15 June at the latest. Each participant of the tender can submit one, two or three offers.

The tender commission, having checked formal requirements in the first stage, shall in the second stage evaluate the submitted offers, taking into account the following criteria:

  • the preservation of competitive conditions and the level of a declared amount – from 0 to 400 points;
  • financial viability – from 0 to 120 points;
  • technical solutions included in the offer – from 0 to 70 points;
  • economic and financial study of the offer’s subject – from 0 to 80 points;
  • the tenderer’s experience in the scope of telecommunications activity – from 0 to 30 points.

In order for an entity to be considered as selected in the course of the tendering procedure, it must obtain the qualifying minimum of 350 points.
