The Office of Telecommunications and Post Regulation (URTiP) has presented its concept for digital radio broadcasting at long, medium and short waves.

At the end of August this year, the Team for Digital Terrestrial Broadcasting appointed by the President of URTiP completed its work. The objective of the Team was to elaborate technical parameters for the implementation of terrestrial transmission of television and radio programmes in the following digital systems:

  • DVB-T (Digital Video Broadcasting – Terrestrial),
  • T-DAB (Terrestrial - Digital Audio Broadcasting),
  • DRM (Digital Radio Mondiale).

In the first stage, in May 2003, the Team presented technical options for the implementation of DVB-T, which later became part of the Strategy for the transition from analogue to digital broadcasting with respect to terrestrial television (adopted by the Council of Ministers on 4 May 2005).

The second stage, completed in January 2004, focused on the plan for a T-DAB network which is to replace VHF FM broadcasting in the future.

The third stage, completed only recently, is to supplement the technical concept for a digitisation of electronic media in Poland. The analysis of options for digital radio broadcasting in Poland in the frequency band below 30 MHz presents technical conditions for the implementation of DRM at long and medium waves and in the upper part of a short wave band.

The results of the analysis conducted by the Team indicate that it is possible to develop 2 to 6 nation-wide networks for the transmission of radio programmes at medium waves in the DRM system. The implementation of DRM at long waves depends exclusively on the decision of their current user, which is the Polish Radio (public broadcaster). As for the short waves, it is possible to establish 3 multiplexes transmitting 6-9 radio programmes with a quality similar to VHF FM.

DRM is designed to be applied at any frequency below 30 MHz. Thanks to its exceptional qualities of radio signal propagation in long, medium and short wave bands, DRM makes it possible to obtain large coverage of transmission stations. One DRM transmission station at medium waves is capable of covering the entire Poland and at long waves – the entire Europe.

DRM is suitable for the transmission of musical and verbal content not requiring high sound quality, intended for mobile (e.g. in a car) and portable reception.
