First national roaming agreements

Polkomtel and PTC signed agreements on access to their networks for new mobile operators.

Polkomtel S.A., an operator of Plus and Sami Swoi networks, signed a telecommunications access agreement (or a national roaming agreement) with P4 Sp. z o.o., a new mobile operator on 8 June 2006. This agreement will enable prospective subscribers of P4 to make voice, SMS and data transmission calls via a GSM network owned by Polkomtel. The agreement was concluded for 5 years subject to extension for another 2 years. P4 committed itself to use exclusively Polkomtel’s infrastructure. Both companies have not revealed commercial details of the agreement.

The President of the Office of Electronic Communications Anna Streżyńska, who was present at the signing of an agreement on cooperation between Polkomtel and P4, expressed her satisfaction that for the first time it had eventually been possible to make a mobile network available to a competitive operator before the actual terms of interconnection had been imposed ex officio.

Having signed an agreement, P4 withdrew its request for administrative imposition of national roaming on Polkomtel submitted to UKE last week. The President of UKE Anna Streżyńska stated on that occasion that she could not see any reasons for which Polkomtel was delaying to sign an agreement that had already been negotiated. She also announced her intention to issue in July a decision mandating Polkomtel to make its network available to P4 if both companies did not voluntarily conclude an agreement.

The national roaming agreement will enable P4 to provide mobile services as early as this year before the company develops its own UMTS network. According to the decision on frequency reservation, P4 (formerly Netia Mobile) is obliged to cover by UMTS 16,6 per cent of population and 0,85 per cent of Poland’s territory by the end of 2006. At the end of 2007 these numbers should be respectively 30,7 per cent of population and 1,93 per cent of territory and at the end of 2008 50,1 per cent of population and 4,2 per cent of the territory.

On this same day, i.e. on 8 June 2006, Polska Telefonia Cyfrowa Sp. z o.o., an operator of Era and Heyah networks, informed the public about signing a national roaming agreement with two mobile virtual network operators, including one agreement with Cyfrowy Polsat.

A Mobile Virtual Network Operator (MVNO) has no infrastructure and provides its services based on the network of one or more mobile operators.
