Information of the President of UKE about a new functionality of PLI CBD

Information about the launch of new functionality of the Location and Information Platform with a Central Database system that enables service providers to exchange information on handling requests for number porting.

 

Pursuant to Article 14 (2) of the Act of 16 November 2012 amending the Telecommunications Act and some other acts (Journal of Laws of 2012, item 1445 and of 2013, item 1635), hereinafter referred to as the "Act", the President of the Office of Electronic Communications (hereinafter referred to as the "President of UKE") informs that within the Location and Information Platform with a Central Database system (hereinafter "the PLI CBD System"), a new feature has been launched that enables the exchange of information between service providers in handling requests for number portability in fixed networks.

In reference to the above, the President of UKE indicates that pursuant to Article 14 (1) of the Act, within two months from announcing this information, the process of handling requests for number porting in fixed networks will be held in accordance with Article 71 (2a) of the Act of 16 July 2004 on Telecommunications Law (Journal of Laws of 2014, item 243, 827 and 1198), hereinafter referred to as the “Telecommunications Act", according to which exchange of information between service providers with respect to handling number portability requests shall be conducted via the system referred to in Article 78 (4) of the Telecommunications Act, i.e. the PLI CBD system.

The President of UKE also notes that, in accordance with Article 71 (5) of the Telecommunications Act, an operator of a public telecommunications network with a numbering assignment from the national numbering plan, as well as an operator to whom numbering was made available based on the agreement referred to in Article 128 of the Telecommunications Act, is required to connect that network either directly or through public telecommunications network of another operator, with the database referred to in Article 71 (4) of the Telecommunications Act, i.e. the database of ported numbers run by the President of UKE, which according to the second sentence of the aforesaid provision is part of PLI CBD. An operator of a public telecommunications network with a numbering assignment from the national numbering plan as well as an operator to whom numbering was made available based on an agreement referred to in Article 128 shall be obliged to systematically update the above-mentioned database.

At the same time, the President of UKE calls for telecommunications companies of the fixed networks to undertake efforts aimed at launching all the functionalities on their part until 2 October 2015, so that from that day new requests for number portability in fixed networks were processed using solely the PLICBD system.

The priority is well-functioning system for number portability, and only thanks to the good cooperation of the telecommunications environment this objective can be ensured.
