The status of implementing European Directives on electronic communication was the main topic of a meeting with a delegation from the European Commission.
On 13 October 2006, a meeting between the management of the Office of Electronic Communications and representatives of the European Commission (DG Information Society and Media and DG Competition) was held. Regulatory issues with relevance for the Polish market currently analysed by the Commission for the purposes of a next Implementation Report were discussed (final version of the Report for 2005 is available at the European Commission website).
The issues raised during the meeting included: the implementation of regulatory tasks by the President of UKE, experience to date with immediate enforceability of decisions, universal service functioning and the implementation of wholesale line rental. The representatives of the European Commission were also interested in mobile virtual network operators, frequency management and numbering issues (the status of emergency number 112 implementation, numbering for VoIP).
The President of UKE presented further plans related to market analysis (consultations on the remaining relevant markets launched by the end of 2006) and the scope of new reference offers of TP approved by the President of UKE (Access Reference Offer with respect to Interconnection, Reference Unbundling Offer and Bitstream Access Offer).
