The winner in the tender has not applied for a frequency reservation for mobile telephony.
The general meeting of shareholders in Telekomunikacja Kolejowa Sp. z o.o., i.e. the company which won the tender for a reservation of 66 channels for the GSM 1800 MHz mobile telephone network, stated on Monday 22 May that it would not agree for the Managing Board of Telekomunikacja Kolejowa to apply to the President of the Office of Electronic Communications for a relevant frequency reservation. The statement concluded that “it is not possible to guarantee that the venture will be financed at the moment”.
The results of the tender were announced by the President of UKE on 15 May and the winner had 7 days to make a decision whether it was going to apply for a reservation of frequencies subject to the tender. Following a decision on the frequency reservation, Telekomunikacja Kolejowa would have to pay to the state budget the fee that it declared during the tender procedure.
Telekomunikacja Kolejowa offered 510 million PLN for 66 channels in the GSM 1800 MHz band. The remaining offers submitted by Telefonia Dialog and PTK Centertel, due to a highly scored financial offer from Telekomunikacja Kolejowa, did not receive the required minimum of points and the companies are not eligible to apply for a frequency reservation following the winner’s withdrawal from the tender.
In this situation free frequencies for GSM 1800 mobile telephony will be once more offered to market players, as earlier announced by the President of UKE Anna Streżyńska. A detailed concept for their use will be subject to public consultation at the end of June and a new tender will be announced at the end of July.
