The Central Laboratory for Technical Research (CLBT), subordinated by the President of the Office of Telecommunications and Post Regulation, received a new Accreditation Certificate on September 6, 2002. The certificate confirms fulfillment of the new standard PN-EN ISO/IEC 17025. Moreover, an un-echoic chamber was open in the survey and research center, CLBT, in Borucza. The chamber is used to measure intensity of the electromagnetic field emitted by all current-supplied equipment. In addition, resistance towards influence of the electromagnetic field can be tested in the chamber.
The Accreditation Certificate proves high qualifications of engineers and technicians working in the laboratory as well as adequate measuring equipment. Whereas appropriate organization and management system provide high standard of the research services.
Certificate enables surveillance of electromagnetic compatibility, i.e. the ability to operate appropriately without harassing other equipment and damaging environment. This condition is required from telecommunications and radio equipment as well as other apparatus.
All current-supplied equipment emits electromagnetic field thus it must be secure and cannot disturb nor damage other devices. Because of this, manufacturers or resellers must provide special technical research and obtain a certificate of conformity before a product is launched. The conformity assessment system has replaced a homologation procedure which was used before. Sales and usage of telecommunications equipment without such a certificate is forbidden in Poland.
The most important part of equipment in the survey and research center in Borucza is the un-echoic chamber, which is the biggest in Poland (dimensions: 23m x 12m x 8m). The chamber includes a rotary table 4.5 meters in diameter and 4 tones of load capacity. It enables examination of resistance in the frequency spectrum from 26 MHz to 18 GHz and intensity of the electromagnetic field emitted by examined equipment. Automatic measurement system enables registration and processing data as well as presentation of outcome. Technical parameters of the chamber, approved with the certificate, fulfill requirements of the Polish, European and world organizations dealing with standards. Creation of the un-echoic chamber was partly financed by the European Union within its assistance program PHARE.
Central Laboratory for Technical Research (CLBT) has been an accredited research laboratory since 1999. The CLBT carries out activities connected with electromagnetic compatibility research. It realizes conformity assessment in the scope of fulfillment Polish and international technical standards regarding equipment. The statutory duties of the CLBT include examination of analogue and digital radiotelephones, CB radiotelephones, radio and television transmitters, wireless telephones as well as microphones, base stations for digital telephony, radio stations and navigation equipment, maritime radio stations, household equipment, industrial and research equipment and many other devices creating electromagnetic field. The laboratory also carries out technical expertise, examination of systems and devices in the location of their installment. Moreover, the CLBT runs trainings, seminars and conferences regarding methods and procedures of research.
