Polish telecommunications market with free internet

Marcin Cichy, the President of UKE, issued a decision on changing the frequency license for Aero2 in 2.6 GHz band.


On 22 November the decision of the President of UKE on changing the frequency license in 2.6 GHz band was formally submitted to Aero2. This means that Aero 2 will still be required to provide free internet access services.

Free internet has been available on the Polish telecommunications market since 10 May 2010, and, in accordance with the undertaken commitment, it was to be provided until 21 December 2016. The current decision amends the existing provisions and Aero2 will continue to provide the free internet access services using the frequencies in 2.6 GHz band, for another 36 months after 50% of the country population coverage is reached.

The decision will contribute to building the information society and is an element of fight against digital exclusion.

Aero2 shall:
  • start the use of frequencies being object of the tender and commercially offer the related services not later than within 18 months from the date of obtaining the license for the frequencies.
  • provide free, universal internet access using the licensed frequencies in the period from the date of starting the use of frequencies covered by the frequency licence until the expiry of 36 months after the 50% of the country population coverage is reached in Poland. The access shall be provided with the use of at least 20% of capacity of networks operating in the frequency range up to 1 GHz assigned to Aero2, and the free internet access coverage shall reach at least 75% of country population.  To provide the free internet access, Aero2 may supplementary use networks operating in 1800 MHz and 2100 MHz frequency bands, if the company has the right to use these frequencies.
