The President of the Office of Electronic Communications presents her Regulatory Strategy with regard to postal services market for years 2009 - 2011.

The Strategy refers to the key issues for the postal market as well as to the role of the President of UKE on this market. Given significant changes that are taking place in the postal market it is essential to assign basic directions and motives for actions, and the Strategy formulates the main concepts: Mission, Values and Vision of the Office.

This document presents statutory duties of the President of the Office of Electronic Communications with regard to the postal market, resulting from the Postal Law Act, and the role of the regulatory authority specified by the Postal Directive. It includes also a concise analysis of the functioning of the domestic market of postal services and analysis of regulatory changes against the background of European law and development of markets in the European countries. 

In this context, the main goals of the President of UKE for years 2009 - 2011 with regard to the postal market, priorities assigned to them along with steps to be taken, expected impact and work schedule have been defined.



The Mission of the President of UKE is to prepare the postal market for full liberalisation by means of:

  • creating conditions for its balanced development,
  • introduction of principles of free and fair competition,
  • assurance of efficient organisation of the market which would ensure high quality of universal service provision, at affordable price and high level of customer satisfaction with postal services.



  • Partnership with market players,
  • Objectivity in evaluating all postal operators and in attitude towards them,
  • Legalism in actions and issued decisions,
  • Professionalism and understanding of economic and legal mechanisms of postal market functioning.  

The Regulator's vision with regard to the postal market is to create competitive environment with relatively low entry barriers for undertakings, giving customers access to high quality services, including universal services, where market mechanisms - not factual monopoly - influence the choice of a service provider, and which - thanks to innovative solutions combining traditional services with new technologies - keeps the dynamic growth and contributes to social development of the country.

    The President of the Office of Electronic Communications (President of UKE) is the national regulatory authority for the market of telecommunications and postal services. The President of UKE is also the specialised authority in the area of equipment conformity assessment, including telecommunications terminal equipment and radio equipment.

    International activity of the President of UKE consists of, inter alia, cooperation with the European Commission, other EU institutions and Regulatory Authorities of EU Member State. It includes also the cooperation within organizations of which UKE is a member, i.e. the International Telecommunications Union (ITU), the Body for European Regulators of Electronic Communications (BEREC) and the European Committee for Postal Regulation (CERP).
