Results of IT systems audit


The President of the Office of Electronic Communications presents the summary of a report „Audit of equal access to IT systems of TP in accordance with the UKE requirements". The document contains results of IT systems audit that was carried out from 24 August 2009 to 16 October 2009 by A.T. Kearney Sp. z o.o.

The goal of an audit was to:

  • confirm the requirements of the NRA regarding TP IT systems and functionalities provided by them in order to ensure equal treatment for TP retail arm and alternative operators, 
  • verify the current situation in TP as well as conducted and planned activities of TP to implement the principles of equal treatment required by the NRA in the areas covered by the audit,
  • assess the extent to which TP has met the requirements as well as the risks and implementation schedules,
  • formulate implementation recommendations.

The audit proved that TP was carrying out and planning to undertake activities necessary to implement the NRA's requirements. There are certain requirements the implementation of which is currently not planned. These are however not among the critical ones and they are not of key importance for achieving the NRA's objectives. In addition, for all existing problems recommendations were provided whose implementation should help TP to address them. The auditor recommends to assign the highest priority to the implementation of activities aimed at fulfilling the UKE requirements within the whole structure of TP. Thanks to that, in the auditor's view, it will be possible to meet the NRA's requirements even earlier than currently assumed by TP.

The auditor thinks that after an appropriate modification to the priorities of projects covered by the audit and given strong motivation, TP should meet all the NRA's requirements not later than by the end of the first half of 2011.
