On 22 October 2011, 2 years of the Agreement between Telekomunikacja Polska SA and UKE President have passed. It is, thus, the right time to evaluate whether, and to what extent, the targets of the Agreement have been reached.
According to the Agreement, TP undertook to correctly fulfil all of its regulatory obligations, in particular full and effective realization of the non-discrimination principle between the alternative operators (OA) and its own undertaking as well as subsidiary companies. TP also undertook to carry out an investment program including, inter alia, either modernisation or construction of 1.2 million lines (including at least 1 million lines with a minimal capacity of 6Mb/s) until 31 December 2012.
The report relied on the outcome of the survey carried out by the President of UKE among telecommunications undertakings.
In the attachment, the President of UKE presents the ‘Report of the President of the Office of Electronic Communications from two years of the realisation of the Agreement with Telekomunikacja Polska S.A. concluded on 22 October 2009' as well as the summary of the outcome of the survey carried out among the OA.
