Summing up the PLI CBD functionality

A new functionality connected with the exchange of information between service providers in handling requests for number portability has been added under implementation of the project “Expansion of the Location and Information Platform with a Central Database” (PLI CBD2) within the framework of the PLI CBD system.


There were several well-founded reasons that contributed to taking actions to implement the project. According to the carried out analyses, before the implementation of number portability functionality in the PLI CBD system, various methods of exercising the subscriber’s right to retain the assigned telephone number when changing service provider were applied in the market. There was no uniform solution or a single system in this area. This resulted in mistakes in the technical implementation of this right.

Expansion of the PLI CBD, by standardising the processes of number portability and creating a single place for processing applications for number portability for all operators, solved this problem. First of all, the expanded  PLI CBD system, thanks to the creation of a central database of numbers (containing information about the numbering assigned by the President of UKE, ported numbers, and data of numbering made available between telecommunications companies), becomes a powerful tool enabling telecommunication companies to, among others, retrieve the data necessary for the proper routing of calls.

For mobile network numbers the number portability functionality in the PLI CBD was launched on 26th June 2015, and for fixed network numbers – on 2nd October 2015. Until now nearly 600,000 numbers in mobile networks and over 20,000 in fixed networks have been ported through the system.

The change in the technical way of carrying out the number portability process required great technological commitment from all operators and service providers operating in the fixed network. Currently 341 entities are operationally connected to the PLI CBD system. We have initiated interventional procedures in respect of 81 telecommunication companies and 34 of them have already successfully connected to the system, while others are in the course of connection procedures (issuance of certificates, network tests, and application tests).
