The President of UKE presents the implementation status of the Strategy for 2012-2015

In November 2012, the President of the Office of Electronic Communications Magdalena Gaj presented the Regulatory Strategy until 2015. A document with the assessment and summary of the implementation of the activities planned in the Strategy has been published now.

According to the Strategy the mission of the President of UKE is to provide the Polish society with access to modern telecommunications and postal services, while maintaining transparency and effective communication policy with regard to actions taken by UKE.

As part of that mission 6 strategic objectives have been formulated:

  1. Introducing tools to stimulate telecommunications undertakings to invest in  infrastructure based on modern technologies.
  2. Stimulating growth of competition in the telecommunications market.
  3. Strengthening the position of consumers and providing the required level of quality of service.
  4. Increasing access to services through efficient management of spectrum.
  5. Ensuring effective opening of the postal market to competition.
  6. Increasing the effectiveness of UKE actions.

The Strategy assumes that the accomplishment of the objectives will be evaluated by means of measurements set for the end of 2015, unless otherwise indicated. However, this document makes an attempt at assessing the value of the measurements at the end of 2013.

Major activities of the President of UKE implemented during the Strategy period:

  • On 13 February 2013, the President of the Office of Electronic Communications resolved tender for frequency licences in the 1800 MHz band for the provision of high-speed mobile Internet services. This allowed the operators to offer modern telecommunications services, which should at the same time limit the phenomenon of digital exclusion.
  • On 23 July 2013, the last nationwide analogue TV transmitter was switched off. Thanks to digitization the Poles gained access to a rich programme offer and higher quality of the TV signal and additional services.
  • On 7 October 2014, the President of UKE signed a decision and a resolution deregulating the broadband access market in 76 communes. New regulations should lead to positive outcomes for consumers and operators: investment growth and increased competitiveness.
  • On 10 October 2014, the President of UKE announced auction for 19 general exclusive frequency licences in the 800 MHz band and in the 2.6 GHz band, on the territory of the entire country, allocated for the provision of telecommunications services in the mobile or fixed radiocommunication service. The frequencies offered in the auction may be primarily used to provide broadband data transmission services over mobile networks.
  • On 14 October 2014, the quality of service indicators referring to publicly available telecommunications services were published as a result of the Memorandum on cooperation for improvement of the quality of services available in the telecommunications market signed on the initiative of the President of UKE in October 2012.
  • On 20 October 2014, a Set of best practices in cooperation between the telecommunications and energy sectors was presented, developed based on telecommunications and energy undertakings' experience derived from common investment projects. This document was prepared as part of the Agreement for elimination of barriers to investment projects in the telecommunications and energy sectors concluded between the President of UKE and the President of URE on 14 October 2013.

In the whole Strategy implementation period the President of UKE paid special attention to consumer issues. In 2013, more than 47% of mediation proceedings and almost 65% of requests for intervention were closed with positive outcomes for consumers and UKE "recovered" PLN 1 354 732,33 in their favour. As part of interventions and mediation proceedings carried out in the first semester of 2014 the "recovered" amount was equal to PLN 459 889,58.

The Strategy, planned until 2015, is currently in its advanced stage of implementation. Many tasks have been completed in full, the remaining ones are intensively dealt with.

A subsequent and final summary of the Strategy implementation will be made following the full Strategy period, i.e. after December 2015. It is also at that time that all measurements will be finally evaluated and a comprehensive assessment of developments in the telecommunications and postal markets will be made.
