The Report of the President of UKE on the survey of postal items routing time with respect to universal postal services in domestic traffic in 2013.

 





The President of UKE, while fulfilling its obligation under the provisions of the Postal Act of 23 November 2012, ensured that the survey of postal items routing time achieved by the designated operator was conducted in 2013 for:
  • unrecorded letter items,
  • postal parcels;
The objective of the surveys described in this Report was to find out whether Poczta Polska SA fulfils standards defined by law for routing time of postal items in domestic traffic as part of its obligation to provide universal postal services.

The results of the surveys show that the routing time of unrecorded economy letter items is constantly improving. In contrast, the indicators for unrecorded priority letter items and postal parcels are slightly lower than those achieved by the designated operator in 2012. Nevertheless, three indicators have exceeded the value defined in the Ordinance of the Minister of Administration and Digitization of 29 April 2013 on conditions for the performance of universal postal services by the designated operator (Journal of Laws of 2013, item 545). At present, Poczta Polska complies with five out of seven indicators listed in the above Ordinance, including those for:
  • priority letters marked as D+2 (delivered two days after posting),
  • priority letters marked as D+3 (delivered three days after posting),
  • economy letters marked as D+3 (delivered three days after posting),
  • economy letters marked as D+5 (delivered five days after posting),
  • economy parcels marked as D+3 (delivered three days after posting).
The survey and its results were subject to verification conducted by an independent research institution (National Institute of Telecommunications - National Research Institute). The conclusions from the verification state that the survey was prepared and carried out in 2013 in accordance with the applicable standards.
