The President of UKE presents the evaluation results for end-to-end delivery time of unrecorded letter items and postal parcels with respect to universal postal services in domestic traffic in 2013.

 




The evaluation covered the period from the beginning of January to the end of December 2013. It allowed UKE to verify whether Poczta Polska S.A. achieves the targets for end-to-end delivery time of postal items set out in Appendix 1 to the Ordinance of the Minister of Administration and Digitization of 29 April 2013 on the conditions for the exercise of universal postal services by the designated operator (Journal of Laws of 2013, item 545). The evaluation checked the full delivery cycle of letter items, i.e. from placing a letter item in a postal box to its delivery to the addressee as well as from posting a parcel in a postal point of contact to its delivery to the addressee. Postal items were posted from Monday to Friday, except for public holidays.
 
The results presented in the tables below indicate a constant improvement in end-to-end delivery times of unrecorded economy letter items. In contrast, the indicators for unrecorded priority letter items and postal parcels are slightly lower than the values achieved by the designated operator in 2012, nevertheless three indicators exceeded the limits specified in the relevant Ordinance of the Minister of Administration and Digitization.

At present, Poczta Polska S.A. complies with five out of seven indicators set out in the relevant Ordinance, including those for:
  • priority letter items marked as D+2 (delivered two days after posting),
  • priority letter items marked as D+3 (delivered three days after posting),
  • economy letter items marked as D+3 (delivered five days after posting),
  • economy letter items marked as D+5 (delivered five days after posting),
  • economy parcels marked as D+3 (delivered three days after posting).

* "D" means the date of contract for the provision of a postal service, "n" is the number of days that have elapsed from the date of posting to the date of delivery (excluding public holidays and Saturdays).
** The share of the number of postal items delivered within a specified period calculated from the date of posting to the date of delivery (number of postal items delivered within and before a specific date) in the total number of delivered postal items, expressed as a percentage.
The conduct of the evaluation and its results were subject to audit conducted by an independent research institute (National Institute of Telecommunications - National Research Institute). The conclusions of the audit proved that the evaluation carried out in 2013 was prepared and conducted in accordance with the applicable standards.
