Timeliness of service of letters and parcels in the first half of 2012

Results of the evaluation of the timely delivery by Poczta Polska S.A. of unregistered letters and parcels in Poland in the first half of 2012.

 

Throughout 2012, the Office of Electronic Communications is running an inspection to check whether Poczta Polska S.A. fulfils the targets for timeliness of service set out in Appendix 2 to the Regulation of the Minister of Infrastructure of 9 January 2004 on the conditions for the exercise of universal postal services (Journal of Laws No. 5, item 34, as amended).

 

The inspection covers the full cycle of service:

  • from placing a letter in the outbox to its delivery to the addressee, and
  • from dispatch of a parcel at the post office to its delivery to the addressee.

Letters and parcels are dispatched from Monday to Friday except public holidays.

The results shown in the table below indicate that the timeliness of service has improved significantly. While in 2011 only two targets for timeliness of service specified in the Regulation of the Minister of Infrastructure for priority letters and parcels and economy parcels were achieved as D+3 (delivery three days after the date of dispatch), in the second quarter of 2012 only one target defined for priority letters as D+1 (delivery on the day following the day of dispatch) was not achieved.

It is worth noting that in 2011, compared to 2010, a significant improvement in the timeliness of service of both letters and parcels for each of the targets set out in the Regulation of the Minister of Infrastructure was reported.

* "D" means the date of contract for the provision of services involving the acceptance, shipment and delivery of post items, "n" is the number of days that have elapsed from the date of dispatch to the date of delivery (excluding public holidays and Saturdays).
** The share of the number of post items served within a specified period calculated from the date of dispatch to the date of delivery (number of post items served on and before a specified date) in the total number of dispatched post items, expressed as a percentage.
 
The performance of the test will be subject to audit to be conducted by an independent research institute (National Institute of Telecommunications - National Research Institute). This is necessary to determine whether the preparation and implementation of the test complies with the applicable standards.
