Market prices for services similar to the services offered by the Regional Broadband Networks (RBNs) are falling - shows the analysis carried out by the President of UKE.
In December 2014, the President of UKE published the "Reference offer for the Infrastructure Operators, specifying the conditions of providing access to Regional Broadband Networks". The offer included also detailed "Guidelines for establishing charges for access to the telecommunications infrastructure of the Regional Broadband Networks" together with Annex No. 2 to the Guidelines which presented a summary of the market price analysis. In order to update the monitored market prices, at the end of August 2016 the President of UKE called selected telecommunications companies to provide information on charges applied in their actual contracts for wholesale telecommunications services, and carried out a summary of the collected data.
In accordance with the Decisions granting the public aid for the RBNs construction "(…) during the contract term the charges levied by the infrastructure operator shall be approved and then monitored and verified by UKE", and "(…) the price for the wholesale access shall be based on the average prices of similar services in more competitive areas, and when the reference offer is not available the wholesale prices and access conditions shall be approved by UKE".
The President of UKE encourages RBNs infrastructure operators to take into account the content of the Reference Offer and the revised Annex on market prices in developing updated offers. The provisions of these documents will form knowledge base and will set the criteria for approving updated framework offers and price lists of RBN infrastructure operators by the President of UKE.Annex available in Polish
