URTiP has started a roaming market survey


 The President of the Office of Telecommunications and Post Regulation has launched an analysis of the international roaming market in mobile networks. For this purpose on 10 December 2004, 3 mobile operators (Polkomtel, PTC, PTK Centertel) received questionnaires to collect data on the roaming services market in Poland.

 The activity of the President of URTiP is a part of a common project of ERG (European Regulators Group gathering regulatory authorities of EU Member States) and IRG (Independent Regulators Group which also associates the representatives of countries having the status of observers by the European Union). 

The direct impulse to carry out this kind of operation was given by the European Commission. International roaming services are amongst the most expensive ones, in addition, they have a transnational character and therefore a common action of regulatory authorities may be the first step to liberalize this market.

The purpose of this project is carrying out a coordinated analysis of national wholesale markets of international roaming services in mobile networks. In order to receive uniform data from the regulatory authorities ERG and IRG drafted a questionnaire which is sent to the operators in respective countries.

The data received from mobile operators should allow the national regulatory authorities associated in ERG and IRG to formulate a common approach to the definition of this market. The conclusions from this analysis may serve to define activities which should be taken in order to carry out an effective regulation of roaming services.

Mobile operators in Poland are supposed to submit to the President of URTiP the data contained in the questionnaire by 21 January 2005. According to the ERG and IRG procedures, the results of the project may be made public unless operators raise an objection.

The common project of ERG/IRG will be carried out regardless of any activities already taken by the respective countries or which are going to be taken by them within the obligations concerning the market analysis and regulations resulting from the provisions of the electronic communications directives.
