Change of the digital terrestrial TV broadcasting parameters

Reasons for the termination of broadcasting of TV programs or changes in the program offer in the ongoing experimental broadcasting.


Due to numerous questions from the audience about the reasons for the termination of broadcasting of TV programs or changes in the program offer in the ongoing experimental broadcasting in Lubuskie voivodship, and in the region of Poznań and Warszawa, the President of UKE informs:

In 7 July 2010 the President of UKE reserved for the following companies:

  • Telewizja Polsat SA,
  • TVN SA,
  • Polskie Media SA,
  • Telewizja Puls Sp. z o.o,

frequency reservation to broadcast digitally by terrestrial diffusion of television programs (POLSAT, TVN, TV4, PULS and four other programs identified in the schedule decisions of KRRiT) in the multiplex No. 2 (MUX2).

In this reservation decision the dates (schedule) of commencement of digital broadcasting of above mentioned programs and the dates of termination of their analogue broadcasting in certain areas of Poland has been set. According to the schedule the commencement of digital broadcasting in will take place in stages, ie, in four stages:

  1. Stage one - no later than 30 September 2010 on the following areas of frequency usage: Zielona Góra, Żagań, Wisła, Rzeszów, Warszawa, Poznań, Leżajsk, Przemyśl, Kalisz, Częstochowa, Opole, Szczecin, Bydgoszcz, Wrocław, Lublin, Olsztyn, Konin, Piła, Białogard, Świnoujście, Koszalin, Lębork, Płock, Opoczno, Kłodzko, Zakopane, Rabka, Dęblin, Zamość, Elbląg, Iława.
  2. Stage two - no later than 31 July 2011 on the following areas of frequency usage: Białystok, Bieszczady, Gdańsk, Gniezno, Szczawnica-Gorlice, Katowice, Kielce, Kraków, Łódź, Ostrołęka, Siedlce, Suwałki, Tarnów.
  3. Stage three - no later than 1 October 2011 r. on the following areas of frequency usage: Jelenia Góra.
  4. Stage four - no later than 1 October 2012 on the following areas of frequency usage: Giżycko.


So far, the President of UKE have received applications from TP Emitel Sp. z o. o. for licenses for the use of radio broadcasting equipment to broadcast programs in digital TV in MUX2 by terrestrial diffusion from the following broadcast stations: WARSZAWA/Raszyn TV channel 48, WARSZAWA/PKiN TV channel 48, POZNAŃ/Śrem TV channel 39, ZIELONA GÓRA/Jemiołów channel 46. The date of commencement of frequencies use will be 30 September 2010. On the same day ends the validity of licenses of radio emissions from the existing experimental TV programs in MUX1. According to the information provided by TP Emitel, the terminations or changes mentioned in the introduction are associated with the startup process of broadcasting in MUX2. UKE has, however, not received the information from broadcasting companies who are dedicated to frequencies of MUX2 on the date of launch in other areas of the country.

From the information gained at the working level seems that broadcasting of the TVP programs in MUX1 in Lubuskie voivodship will not be resumed for the time being, while in the area of Warszawa and Poznań broadcasting of the public television programs in MUX1 will continue until the commencement of broadcasting in MUX3.

The President of UKE will follow closely the situation for TV broadcasting in MUX1 and MUX2, which arises after 30 September 2010, and on that basis will decide on further action, which will be covered in the next communication.
