GSM frequencies for P4 and Aero 2



On 9 December 2008 the President of the Office of Electronic Communications, having concluded tender procedures, issued a decision concerning frequency reservation for the E-GSM band (880,1 – 890,1 and 925,1 – 935,1 MHz). The reservation, which is meant to be used in the area of the entire country in the public telecommunications network till 31 December 2023, was granted to P4 Sp. z o.o. and Aero 2 Sp. z o.o.

Both companies have undertaken the commitment to launch the provision of services based on granted frequency resources not later than within 24 months of the issuance of this decision. What is more, the companies are obliged to meet population coverage criteria, at least 30% of coverage till the end of 2009, 55% till the end of 2010 and 80% till the end of 2012.

P4 and Aero 2 are also required to offer wholesale telecommunications services to other telecom entities (e.g. MVNO) on the basis of equal, transparent conditions and a uniform offer.

In the submitted offer, these companies have committed themselves to make a one time payment for frequency reservation done through a tender procedure. P4 declared an amount of 217 mln PLN and Aero 2 – 223 mln PLN. These means represent the revenue of the State’s budget and must be paid within 14 days of delivery of the decision.
