Handling requests for number porting

The Information of the President of the Office of Electronic Communications on the launch of Location and Information Platform with the Central Database system’s functionality enabling service providers to exchange information on handling number porting requests.

 

Pursuant to Article 14 (2) of the Act of 16 November 2012 amending the Telecommunications Act and some other acts (Journal of Laws of 2012, item 1445 and of 2013, item 1635), hereinafter referred to as the ”Act”, the  President of the Office of Electronic Communications (hereinafter referred to as the “President of UKE”) announces that a new functionality enhancing the exchange of information among service providers with respect to handling number portability requests in mobile networks has been launched in the Location and Information Platform with the Central Database system (hereinafter referred to as “PLI CBD”).

In this respect, the President of UKE indicates that pursuant to Article 14 (1) of the Act, after two months from the publication date of this information the provision of Article 71 (2a) of the Act of 16 July 2004 on Telecommunications Law (Journal of Laws of 2014, item 243, 827 and 1198), hereinafter referred to as the “Telecommunications Act”, shall apply to processing number porting requests in mobile networks. Pursuant to this provision the exchange of information between service providers in handling requests for number portability is carried out electronically via the system referred to in Article 78 (4) of the Telecommunications Act, i.e. the PLI CBD system.

Moreover, the President of UKE notes that, in accordance with Article 71 (5) of the Telecommunications Act, the public telecommunications network operator, who has numbering resources from the national numbering plan allocated and the operator to whom the numbering resources were made available under the agreement referred to in Article 128 of the Telecommunications Act, is required to connect to the network, either directly or through a public telecommunications network of another operator, database referred to in Article 71 (4) of the Telecommunications Act, i.e. the database run by the President of UKE, containing the ported numbers, which, according to the second sentence of the aforementioned provision, is part of the PLI CBD system. The public telecommunications network operator who has numbering resources from the national numbering plan allocated and the operator to whom the numbering resources was made available under the agreement referred to in Article 128 of the Telecommunications Act, is required to update data in the aforementioned database on a regular basis.

At the same time the President of UKE calls on mobile telecommunications companies to make efforts to launch all possible functionalities on their part until 26th June 2015 so that from that day new requests for number portability in mobile networks could be processed solely through the PLI CBD system.
The priority is to have an efficient system of number portability, and this objective can be reached only thanks to the good cooperation within the telecommunications sector.
