Analysis of the President of the Office of Electronic Communications on settlements related to pre-paid services.
The President of the Office of Electronic Communications presents the analysis on settlements related to pre-paid services based on selected parameters of available pre-paid offers.
The analysis covers top-up validity periods applied by pre-paid providers and the practice of deducting credits stored on user accounts after their expiry.
The analysis conducted by the President of UKE confirms that it is necessary to define new rules for the pre-paid segment, in particular:
- to universally extend the validity period of pre-paid accounts, irrespective of the level of a top-up,
- to ensure that it is possible to make outgoing calls during the whole period in which the account remains active, provided that the credit is sufficient,
- to implement solutions that enable the return of unused credits on the pre-paid accounts.
The introduction of those rules will contribute to increased competition in the pre-paid market segment and to more consumer-oriented approach, which will stimulate further development of the telecommunications market.
