UKE inspects smartphone and tablet market

In the recent years smartphones and tablets became absolute leaders in the market of electronic devices for personal use. A significant growth in the sales of this type of devices has been noticed all over the world, including in Poland (increase by about 40% in 2014 in comparison with 2013).

 

This trend is connected with the development of information technology and related increase of possibilities offered by this kind of devices. It concerns in particular growing popularity of video, sound and image content, which replace the existing forms of communications based only on the written content.

Another reason for the growing sale of smartphones and tablets it the increasing speed of Internet connections. The available data transmission technologies (3G, 4G, LTE) allow for more and more comfortable and easy access to various sources of multimedia content.

On the other hand, the price of Internet access and data transfer becomes less and less important. As a result, the number of people using wireless broadband Internet on their smartphones and tablets has been growing dynamically.

Therefore, at the end of 2015 the President of UKE decided to run an inspection campaign dedicated specifically to tablets and smartphones. It was aimed at verifying the compliance of these devices with requirements (both formal and technical) stipulated in the EU directives, with a special emphasis on compliance with the requirements concerning the safety of users.

The inspections of the Office of Electronic Communications covered the whole smartphone and tablet market: from cheaper devices to the most expensive; from the most popular among consumers to less popular ones. The inspections covered 16 sample models of smartphones and tablets taken from the shops (that are currently on the market).

A verification of compliance with formal requirements covered accuracy of labelling of smartphones and tablets with the CE conformity mark as well as compliance of the content and form of the declaration of conformity (declaration of the device producer of its compliance with the essential requirements).

The verification of the devices' compliance with the essential requirements was done by testing sample devices in the laboratory of the National Institute of Telecommunications in Warsaw. All inspected devices were subject to tests.

Under the laboratory tests the compliance of smartphones and tablets with the essential requirements was checked in the following respect:

•    user safety;
•    electromagnetic compatibility (level to generate electromagnetic disturbance and immunity to it);
•    effective use of frequency resources.

The inspection campaign of tablets and smartphones conducted by the President of UKE proved that most of the controlled devices comply with the requirements. In the course of inspection formal or technical irregularities were detected only in reference to 3 models of devices, which constitute a share of about 19% of the controlled products. What is more important for consumers, the laboratory tests proved that only 2 models of devices did not comply with the technical requirements.

In respect to the entities responsible for placing the devices which do not  comply with the requirements on the market, in two cases post-inspection administrative proceedings were initiated (due to existence of technical irregularities) and in one case (due to the existing irregularities of only formal nature) - a letter requesting voluntary corrective actions was sent.
