On 28th and 29th April 2015, UKE hosted a delegation of the National Commission for the State Regulation of Communications and Informatization of Ukraine. The visit was organized under TAIEX programme financed by the European Union.
The aim of the National Commission’s meetings with the representatives of UKE was to obtain information on the legal basis, organization and practical solutions applied in the field of telecommunication and radiocommunication control.
Guests stressed that while choosing the place of their visit they indicated the Polish regulator because of the best achievements in the area of control. In order to adapt to the EU requirements Ukraine plans to reorganize the authority responsible for the control over telecommunication and radiocommunication in a short time. Information obtained during the visit at UKE will be employed in the works on the draft act on electronic communications.
On the first day of the visit meetings with the Department of Monitoring and Enforcement and the Department of Infrastructure Development were held. The discussed issues included legal basis for functioning of the authority which deals with the telecommunication and radiocommunication control, organizational structure of units performing inspection tasks, methods of conducting inspections and follow-up activities as well as quality of service examination and traffic measurement methods used in telecommunications networks in the EU countries. Moreover, the tool to control parameters of the Internet access service developed at UKE was presented.
During the second day of the visit, representatives of the National Commission visited the Mazovia Regional Branch of UKE in Warsaw, where the Mobile Measuring Stations and radiolocation system were presented.
At the end, both parties expressed the willingness to continue cooperation under the TAIEX programme or bilateral cooperation on the basis of the Memorandum of Understanding.
